Luigi has some weaker moves than Mario overall, too, but some of the stronger moves like U smash works pretty much the same. Luigi's down special works differently and CAN KO at higher percents, but I don't find it very reliable as a kill move. Luigi has one of the worst moves in the game, his dash, which was done so poorly since the developers couldn't implement a final attack that hits stronger than the others (you can even see the hitbox for it, but it doesn't actually connect). Most of Jigglypuffs attacks are very familiar to Kirbys attacks. Luigi has a lot of glaring weaknesses that Mario doesn't though. Sitting proudly at the top of 64, Kirby would unfortunately never again stand tall as a higher-tier character. Jigglypuff is the fastest Smash fighter in the air in terms of acceleration (with the exception of Brawl where only Wario was faster), but not air speed in general (Yoshi possesses the fastest air speed despite being slightly slower than Jigglypuff in Melee only).
